News: Tracking Down the Remaining Speakers

Most linguists put the number of languages spoken in Africa at about two thousand. Some researchers consider about 300 of those endangered because they are spoken by fewer than 10-thousand people. A few are on the verge of extinction, and researchers are rushing to document them.

VOA’s Bart Childs recently accompanied a small group of researchers who went to Sierra Leone to document two languages on the verge of disappearing: Kim and Bom.

The team included research assistant Hanah Sarvasy, Ali Turay from University of Njala, master facilitator Curtis Peku and, in the lead, professor Tucker Childs of Portland State University. Tucker is Bart Child’s brother.

Getting to their destination in western Sierra Leone took quite a bit of planning and perseverance. From the capital, Freetown, they drove to the market town of Bunapea, where they boarded a riverboat for a six hour trip to the village of Tei. Childs said transportation is difficult in the West African country, where most people walk or use dugout canoes to cross Sierra Leone’s many waterways. For he and the research team, it meant paddling through the grassy flood plain of the Waanje River in the project’s red fiberglass canoe.

Childs carried with him a bag containing a computer, camera and other technical equipment in a case he dubbed ‘fat boy.’ Porters were hired to carry it and the team’s other baggage.

They finally arrived at the village of Nyandehun, where about 20 people still speak Kim. Childs said the surviving speakers are very old, live in remote villages and only travel locally.

One was 91-year-old Pa Seku Abdullai. He told the team, “My grandfather, my grandmother, my mother, my father — they weren’t speaking Mende, only Kim.” Other speakers included Fasia Kolia, Jilo Musa and Baige Fandewo.

They spoke with the team about their culture, including drumming. Fandewo said it used to be a good way to earn money, especially after someone died when it was customary to drum for three or four days of mourning.

Preserving Languages Is About More Than Words

The traditional Irish language is everywhere this time of year, emblazoned on green T-shirts and echoing through pubs. But Irish, often called Gaelic in the United States, is one of thousands of “endangered languages” worldwide. Though it is Ireland’s official tongue, there are only about 30,000 fluent speakers left, down from 250,000 when the country was founded in 1922.

Irish schools teach the language as a core subject, but outside a few enclaves in western Ireland, it is relatively rare for families to speak it at home.

“There’s the gap between being able to speak Irish and actually speaking it on a daily basis,” said Brian O’Conchubhair, an assistant professor of Irish studies at the University of Notre Dame who grew up learning Irish in school. “It’s very hard to find it in the cities; it’s like a hidden culture.”

Irish is expected to survive at least through this century, but half of the world’s almost 7,000 remaining languages may disappear by 2100, experts say.

A language is considered extinct when the last person who learned it as his or her primary tongue dies. Last month, the United Nations Educational, Scientific and Cultural Organization (UNESCO) launched an online atlas of endangered languages, labeling more than 2,400 at risk of extinction.

Hot spots where languages are most endangered include Siberia, northern Australia, the North American Pacific Northwest, and parts of the Andes and Amazon, according to the Living Tongues Institute for Endangered Languages, a nonprofit partnering with National Geographic to record and promote disappearing tongues.

Language extinction has been a phenomenon for at least 10,000 years, since the dawn of agriculture.

“In the pre-agricultural state, the norm was to have lots and lots of little languages,” said Gregory D.S. Anderson, director of the Living Tongues Institute. “As humans developed with agriculture, larger population groups were able to aggregate together, and you got larger languages developing.”

Languages typically die when speakers of a small language group come in contact with a more dominant population. That happened first when hunter-gatherers transitioned to agriculture, then during periods of European colonial expansion, and more recently with global migration and urbanization. The spread of English, Spanish and Russian wiped out many small languages.

“As long as people feel embarrassed, restrained or openly criticized for using a particular language, it’s only natural for them to want to avoid continuing to do what’s causing a negative response, whether it’s something overt like having your mouth washed out or more subtle like discrimination,” Anderson said.

Russian-language-only policies have virtually extinguished many Siberian languages, including Tofa, which lets speakers use a single word to say “a two-year-old male, un-castrated, ridable reindeer.”

In the United States and Australia in past decades, the government forced native peoples to abandon their languages through vehicles such as boarding schools that punished youth for speaking a traditional tongue. Many Native American and aboriginal Australian languages never recovered. The United States has lost 115 languages in the past 500 years, by UNESCO’s count, 53 of them since the 1950s. Last year, the Alaskan language Eyak disappeared with the death of the last speaker.

Indigenous groups also may abandon localized tongues for a dominant indigenous alternative, such as Quechua in South America. Or they might shift to a pidgin, or hybrid, of various local languages.

Extinct languages can be revived, especially when they have been recorded.

“But when you skip a generation, it’s hard to pick a language back up again,” said Douglas Whalen, president of the Endangered Language Fund, which gives grants to language-preservation projects. “You need a community that is really committed and will bring children up from birth in the second language, even if they themselves are not the most fluent speakers.”

Michael Blake, an associate professor of philosophy and public policy at the University of Washington, said languages have always changed and disappeared over time, and he argues against the idea that all languages should be preserved.

“When we have indigenous languages in danger because of what we’ve done to these communities, that’s the real reason” behind preservation pushes, he said. “But it’s a much more complicated argument. It doesn’t mean every language now has the right to be immortal.”

Preservation proponents say there are cultural and pragmatic reasons to save dying languages. Many indigenous communities have in their native tongues vast repositories of knowledge about medicinal herbs, information that could provide clues to modern cures. The Kallawaya people in South America have passed on a secret language from father to son for more than 400 years, including the names and uses of medicinal plants. It is now spoken by fewer than 100 people. Preserving languages is also key to the field of linguistics, which could offer a window into the workings of the brain.

The Living Tongues Institute recruits youth who are not fluent in their traditional tongue to become “language activists,” using digital equipment to document their elders’ voices and learn the language themselves. This creates a record and builds pride in the language.

Such pride has been key to a modest popular resurgence of the Irish language. Paddy Homan, an Irish musician and social worker who immigrated to Chicago two years ago, thinks the 1990s’ “Celtic Tiger” economic boom was a major boost for Irish.

“It used to feel like a sin to speak the Irish language; the English made us feel bad about ourselves, like we were just a nation of alcoholics,” said Homan, 34. “Now we feel proud, and speaking Irish is the fashionable thing to do.”

News: Sydney School Leads Efforts to Revive Lost Aboriginal Language

A project at school in Sydney is leading efforts to revive an extinct Aboriginal language that was lost after European colonization. Chifley College is teaching Dharug to not only its indigenous students but others from Africa and the Pacific Islands as well as non-indigenous Australians.

The sounds of a lost language echo across a packed classroom in suburban Sydney as secondary school students help to revive an ancient part of Australia’s indigenous culture.

Dharug was one of the dominant Aboriginal dialects in the Sydney region when British settlers arrived in 1788 but became extinct under the weight of colonization.

Students at Chifley College’s Dunheved campus are taught by Richard Green, who is on a mission to rekindle an ancient language.

“We’ve already reclaimed it, that’s why there is so much interest. People are already speaking it. They speak our language from here, so when you walk in the school of a morning you hear ‘warami’- hello, good to see you,” he said.

“But we’ve got some young boys here that are absolutely brilliant. No matter what I say, they say it with correct pronunciation. You know, they sit in class the whole lesson. They are changing their attitudes,” he continued.

About a fifth of the students here are Aborigines, who remain Australia’s most disadvantaged group. The language classes are open to non-indigenous pupils, giving them a greater understanding of their country’s rich history and culture.

Steven Dargin says the language classes give him more insight into his Aboriginal community.

“It’s good especially for the blackfellas. You get to talk about your own culture and all that. Learn more stuff, speak it out of school,” he said.

Dharug is firmly embedded in the school’s curriculum and Joyce Berry, the deputy principal, says the aim is to create a vibrant, living language.

“We are reclaiming the language. And with Richard’s help and with the elders’ help, they are reclaiming and actually going through the process of writing down the language for probably the first time it’s ever been written down. If this can work, it is something a school in western Sydney has been able to achieve with the support, so if we can do that it is going to be such a wonderful thing, not just for the school but for the Dharug community,” she said.

Other indigenous dialects in Australia have been revived but the process may require what experts describe as “language engineering” – the borrowing of phrases and words or the coining of new vocabulary.

John Hobson, a lecturer in indigenous dialects at Sydney University, says they can be hard to learn.

“For the benefit of English speakers, I often compare Aboriginal languages to something somewhere between Japanese and Latin, which, you know, surprises them because the, kind of, gut approach is to go for something primitive and simplistic, which are they definitely not. They are very complex languages,” he said.

When European settlers arrived in Australia, there were about 270 different Aboriginal languages. Today, only about 60 are spoken on a daily basis. Of these, roughly half a dozen are considered to be strong and are being passed from adults to their children.

Community leaders say these ancient dialects go to the heart of indigenous pride and identity.

Understanding linguistics is a tricky thing, especially when the speakers of a language are few and far between. If someone were to pay a number of bloggers to write in their local language, it would give researchers a great deal of insight into these languages (things like slang, colloquialisms, implicit meaning etc.) The added benefit is that you’re preserving how those languages are spoken and written by the people who use them on a daily basis. As these languages die out (because of people adopting more widely spoken languages) their importance (and value) to future researchers will only increase.

As Winona State University looks to get rid of its French and German language programs, and as French is used less and less in international politics, some languages flourish.

Winona State Cuts French and German, More Students Nationwide Study Arabic, Chinese

As Universities and colleges across the nation look for ways to trim down budgets, Winona State University has found one way to eliminate expenses—by cutting its French and German programs.

The university, which currently has only 24 students majoring in the two areas of study combined, will still offer beginning level courses in those languages. Winona State decided to make cuts to the program to conform to a shrinking budget, and because of the decline in the popularity of French and German, according Peter Henderson, the dean of liberal arts at Winona State. Henderson told the Rochester Post-Bulletin, “The future, as I’ve said for the last 20 years, has not been in European languages other than Spanish.”

In the most recent MLA survey on foreign language study in higher education, Arabic and Chinese were the languages with the greatest increases in study. The survey showed that the study of Arabic had increased more than 125 percent, and the study of Chinese had increased more than 50 percent from 2002 to 2006. Enrollments in the less commonly taught languages, and the number of uncommon languages taught increased during this period as well. Although the raw number of students studying foreign languages has increased, the percentage of college students studying foreign languages is only about half of what it was in the 1960s. Spanish maintains its status as the most popular language, accounting for about 50 percent of language study.

Background: English pushes out French in many arenas, France tries to intervene

Winona State University’s dropping of the French major is not the first blow to the French language in recent history.

In New York, the United Nations has seen an increase in the choice of English or Spanish as the working language of diplomats, rather than French. Most of the European countries, former Soviet republics and Arab countries chose to use English as the language they are addressed with at the UN. According to The New York Times, “Factoring in China and India, with over a third of the world’s people, leads to the conclusion that 97 percent of the global population (or rather the elite of those countries) choose English as their international link language.”

The European Union has also seen a move toward English dominance. In 2004, English muscled out French as the common language among diplomats in the EU. English is used to write all financial and economic documents in the EU, reports the Telegraph, and more than 50 percent of all of the EU documents are written in English rather than in French or German (the other two main languages of the Union).

In Africa, English may take over French as the secondary language of many of the people. With much of Africa having been colonized by the French in the late 1800s, the move represents a shift in the language of the global economy, anger in parts of Africa with the history of France colonization, and in some war-torn areas a need to be able to speak with members of the UN (who mostly speak English) in order to stay safe.

France has developed organizations within its borders and beyond to try and preserve the language. The French government has a Commission de Terminologie that regulates the language and protects it from foreign word intrusion, and the Académie française, an elite group of academics in France that publishes the official dictionary of French, acts as the authority of the language.

There are also organizations designed to promote the use of French around the world, such as the Alliance Français and the Organisation Internationale de la Francophonie; more than 110 million people speak French worldwide.

News: Linguists raise alarm over extinction of indigenous languages (Igbo)

Aba—LINGUISTIC Association of Nigeria has raised alarm that indigenous languages in Nigeria are on verge of extinction in preference to foreign languages and culture. Igbo language, the association, laments may be the first casualty.  President of Linguistic Association of Nigeria, Prof Ahmed Amfani, who raised the alarm  in Aba, Abia state, called on Nigerians, especially Ndi Igbo to wake up and save their language.

Stressing the importance of indigenous languages in national development, the association disclosed with joy that Microsoft Nigeria has in collaboration with Alt-I Ibadan,  provided a Language Interface Pack, a glossary in Hausa, Igbo and Yoruba, which he said “is a careful translation of all computer terms in the three languages as an effort towards scientific and technological development of indigenous languages”.

Prof Amfani, the guest lecturer at the first inaugural lecture of Nigerian Languages, and also a lecturer in the Department of Nigerian Languages, University of Nigeria, Aba campus, noted that the role of language in scientific and technological development of any nation is important.

Speaking on the topic, “Indigenous Languages and Development in Nigeria ”, Amfani said however,  that for a language to participate in any meaningful scientific and technological development, such language must be fully codified, which would allow for the writing of scientific terms and the translation of same.

He pointed out that three Nigerian languages, Hausa, Igbo and Yoruba have made head way in this direction because efforts were made to develop them scientifically.

Amfani however, warned that globalization is already affecting a number of indigenous Nigerian languages to the point of extinction.

“With regard to overall development in various spheres, perhaps Nigeria may adopt the Russian solution in which languages were officially chosen to develop in certain fields. Thus government may decide to make Igbo the language of technology, and throughout the country, technology must be taught only in Igbo at all levels of education. Other languages will be selected in the same fashion for the study of other facets of development.

“For languages that could not be used in certain spheres of development for lack of codification and other issues, efforts must be made to document them properly and keep on using them”, Amfani suggested.

News: ‘The Linguists’ race to save vanishing languages on Babelgum

Technology and overpopulation have helped shrink the world’s languages at an alarming rate, and there are a handful of people who are diligently trying to record and save some of the more remote, arcane spoken languages left in the world.

Babelgum.com will air a film that follows two acclaimed scientists on a race against time to document the world’s vanishing languages.

Independent Web TV service Babelgum announced today that it has acquired the exclusive worldwide Internet and mobile rights to the feature documentary The Linguists.

Screened in the Documentary Spotlight Program at the Sundance Film Festival, the film will premiere on Babelgum on April 20th, 2009.

The Linguists, directed by Seth Kramer, Daniel A. Miller, and Jeremy Newberger, is a  poignant chronicle of two scientist-adventurers racing to document languages on the verge of extinction.

When a language dies, so do its culture, beliefs, knowledge, and heritage. A part of humanity dies too.

When thinking about which photography assignments would be most beneficial to the world, many people think about nature and endangered animals. I think about endangered languages and the diversity of the human race. There are over 2,500 languages that are in danger of disappearing (source: UNESCO). Some estimate that one language disappears every 14 days (source: National Geographic) and that 50 to 90% may be gone by the end of the century (source: Nzine).

Both social and environmental factors can affect cultures. A tsunami in 2000 wiped out large portions of people groups along the northern coast of Papua New Guinea.

With so many languages in danger, there are not enough resources going into documenting these languages and trying to protect the ones that can be saved. I have entered a contest where you submit your “dream photography assignment”. My idea is to document some of these cultures through photography and video recording. I hope to also increase awareness of endangered cultures and share their struggles and way of life. News: Language expert justifies mother tongue for schools

A researcher and Chief Executive of African Languages Technology Initiative (Alt-I) Dr. Tunde Adegbola, has said that for the nation to achieve anything meaningful in the ongoing crusade on Millennium Development Goals (MDGs), the local languages must be used as medium of study in primary and secondary schools.

Adegbola stated this at the University of Ibadan while delivering a lecture at the maiden edition of African Regional Centre for Information Science (ARCIS).

He said Africa was the only continent in which the language of governance and officialdom is a colonial language.

In his lecture entitled “Indigenising Human language technology for national development”, Adegbola said that language was an instrument of thought that has input into the perceptive and cognitive make-up of a person. “It is a system that describes reality in a given culture and if a reality does not exist in a culture the local language is not likely to accommodate it,” he added.

He stated that if a nation teaches its young people in a foreign language, the chances of developing scientific theories are remote and the scientific world would be worse for it.

According to him, learning in local languages would give the learner an opportunity to develop theories that are not only relevant to the society but also develop technological tools needed for total development of the society in question.

The researcher said the experiment conducted by Prof. Babs Fafunwa at the Univesity of Ife between 1970 and 1979 gave credence to the importance of mother tongue education, adding that encouraged by the success of the project, various scholars, groups and institutions have produced orthography of over 25 Nigerian languages that remained unwritten till date.

He lamented that most of the so-called educated elite have compounded the problem by forbidding their children from speaking their local languages at home, a situation that has eroded the cultural value of most of the Nigerian languages.

In his welcome address, the director of ARCIS, Professor A. Ehkhamenor, said the vision of ARCIS was to become one of the key nodal points for information science and technology training, research, networking, content creation and advisory in the West African sub-region.

According to him, the choice of the topic of the lecture took into consideration the increasing role of machines in human to human as well as human to machine communication in the rapidly evolving information society, being driven principally by progress and innovative solutions in human language technology.
